  1. Answer - runner can tag up and leave base as soon as contact with the ball is made, whether or not the catch is successful.

  2. Answer- If the ball is kicked on the ground the runner need not tag up. If the ball is kicked in the air, tagging up is required if the ball is caught. If the ball is touched but not caught tagging up is not required. In addition, leading off is prohibited. Ryan Glasspool, Shinanigans, AZthunder

    Implies that as soon as ball is kicked runner can run regardless of catch or not. Maybe I didn't understand the question.

    When has the base runner tagged up and is eligible to leave the base and advance to the next base?
    the base runner has to tag up after a ball is caught in fair territory. If it's bobbled the runner can advance without tagging up. The runner can also leave at the contact of the kick but has to tag up if ball is caught.
